The Ministry of New and Renewable Energy (MNRE) has released new operational guidelines that financially reward electricity distribution companies (DISCOMs) for accelerating rooftop solar connections under the PM Surya Ghar Muft Bijli Yojana. For homeowners and businesses in Chennai planning a rooftop solar installation, this is a meaningful update — it directly targets one of the biggest pain points in the process: approval and net-metering delays at the DISCOM level.
What MNRE announced
According to the guidelines, MNRE has earmarked ₹4,950 crore out of the scheme's total ₹75,021 crore outlay specifically as a performance-linked incentive pool for DISCOMs, tied to a national target of 18,000 MW of new residential and commercial rooftop solar capacity through FY 2026-27.
The incentive structure rewards DISCOMs based on how much their rooftop solar capacity grows year-on-year:
- 10–15% capacity growth: DISCOM receives an incentive equal to 5% of the benchmark project cost.
- Above 15% capacity growth: DISCOM receives an incentive equal to 10% of the benchmark project cost.
MNRE has also specified how DISCOMs must use these funds:
- Up to 10% (capped at ₹1 crore) can go toward staff recognition programs tied to solar rollout performance.
- At least 50% must be passed down to field/sub-divisional offices for administrative support and consumer engagement — the teams that actually process individual home connection requests.
- The remainder can be used for solar installations on utility-owned buildings, energy storage pilots, or grid infrastructure upgrades needed to absorb more rooftop solar.
What this means if you're planning rooftop solar in Chennai
For customers working with Cluster Energy, the practical impact of this notification is about speed, not subsidy amount — your PM Surya Ghar subsidy (up to ₹78,000 for a 3kW system, as covered under the existing scheme) is unchanged. What this guideline is designed to fix is the back-end friction: DISCOM site inspections, net-metering approvals, and connection sign-offs, which have historically been the slowest part of going solar, even after a system is fully installed.
Because DISCOMs (including TANGEDCO here in Tamil Nadu) are now financially incentivised to grow rooftop solar capacity faster, customers who apply in the coming months may see:
- Faster site verification and inspection scheduling
- Quicker net-metering approval turnaround
- More responsive DISCOM support during the subsidy documentation process
As always with policy rollouts, actual turnaround-time improvements will depend on how quickly individual DISCOM circles implement the new incentive structure — we'll continue tracking MNRE's updates and post here as we see it reflected in real approval timelines in Chennai.
