MNRE Launches VGF Scheme for Battery Energy Storage Systems via PSDF — Key Details

Battery energy storage systems for solar power in India

The Ministry of New and Renewable Energy (MNRE) published operational guidelines on 9 June 2025 for a Viability Gap Funding (VGF) Scheme that provides government financial support for the development of Battery Energy Storage Systems (BESS), funded through the Power System Development Fund (PSDF). This scheme is designed to bridge the economic gap that currently makes standalone battery storage projects financially unviable in India — a significant step towards building the grid-scale storage infrastructure that will make renewable energy, including rooftop solar, more reliable and valuable for all users.

What is VGF for BESS?

The three key terms in this scheme explain what it does and who it targets:

  • VGF (Viability Gap Funding): A mechanism where the government pays a portion of a project's capital cost upfront to make the economics work. Projects that are socially or strategically important but commercially marginal become viable once the government absorbs part of the financial risk. VGF has previously been used in roads, ports, and other infrastructure sectors in India.
  • BESS (Battery Energy Storage Systems): Large-scale battery installations — typically lithium-ion or similar technology — that store renewable energy when supply exceeds demand and release it back to the grid when needed. Grid-scale BESS can store hundreds of megawatt-hours of energy, smoothing out the variability of solar and wind generation across the Tamil Nadu grid and beyond.
  • PSDF (Power System Development Fund): A central government fund managed by the Ministry of Power, used for improving power system reliability, grid integration of renewables, and other strategic electricity infrastructure investments. Routing the BESS VGF scheme through PSDF signals inter-ministerial coordination between MNRE and the Ministry of Power on storage infrastructure.

The scheme targets utility-scale storage projects — not residential batteries — but its downstream effects on the rooftop solar market in cities like Chennai are real and significant over the medium term.

Why this matters for Chennai rooftop solar customers (eventually)

The connection between grid-scale BESS and your rooftop solar system in Chennai operates through three channels:

  • Greater grid stability for solar users: As large-scale BESS projects come online in Tamil Nadu — connected to the same TANGEDCO grid that handles your net-metered solar exports — the grid becomes better equipped to handle variable solar generation. This reduces the risk of curtailment (where the grid cannot absorb your exported solar power during peak generation periods) and makes net metering more reliable.
  • Higher rooftop solar absorption capacity: One constraint on how much rooftop solar TANGEDCO can absorb under net metering is the grid's ability to manage variable inflows. Grid-side BESS removes this constraint significantly — meaning more homes and businesses in Chennai can add rooftop solar without the grid becoming saturated.
  • Long-term residential battery cost reduction: Government-backed schemes like this VGF programme accelerate the deployment of BESS technology in India, which drives manufacturing scale and cost reduction. Lithium-ion battery costs have already fallen dramatically over the past decade. Continued government support for large-scale BESS deployment is expected to further reduce costs for smaller residential and commercial battery systems — making hybrid rooftop solar setups more affordable for Chennai homeowners in the years ahead.

Today's subsidy for rooftop solar in Chennai

It is important to keep this BESS VGF scheme separate from the subsidy that directly applies to Chennai homeowners today. The two programmes are distinct:

Scheme Who it applies to Subsidy / Support
PM Surya Ghar Muft Bijli Yojana Residential & commercial rooftop solar owners Up to ₹78,000 for 3kW; applies now
BESS VGF Scheme (PSDF) Utility-scale battery storage project developers Government pays VGF portion of project cost; benefits homeowners indirectly via grid improvements

If you are a Chennai homeowner considering rooftop solar, the PM Surya Ghar subsidy is what applies to you directly — up to ₹78,000 for a 3kW system installed through a MNRE-approved installer like Cluster Energy. The BESS VGF scheme is a long-term grid improvement measure that will benefit you as a solar user over time, but it is not a homeowner subsidy.
