MNRE Amends VGF Guidelines for Battery Energy Storage Systems (PSDF) — September 2025 Update

Battery energy storage systems amendment VGF PSDF India

On 22 September 2025, the Ministry of New and Renewable Energy (MNRE) published an amendment to the guidelines governing the Viability Gap Funding (VGF) Scheme for Battery Energy Storage Systems (BESS) funded through the Power System Development Fund (PSDF). This is the second revision to the original scheme (first published June 2025, then operationally amended in August 2025) — a sign that MNRE is actively refining the programme based on early implementation feedback. For Chennai homeowners with rooftop solar or planning to install one, here is what this continuing evolution means.

Quick recap: what is the BESS VGF scheme?

The BESS VGF Scheme provides government financial support — a Viability Gap Funding grant — to utility-scale battery storage projects in India. The goal is to make large-scale battery storage commercially viable, so that the Indian grid can reliably absorb and dispatch more renewable energy, including the solar power exported by millions of rooftop solar owners.

The PSDF (Power System Development Fund) is the central government fund through which this financial support is channelled. See our earlier post on the original June 2025 VGF scheme for the full background.

What the September 2025 amendment changes

The full text of the amendment is available as a PDF on mnre.gov.in. Based on MNRE's pattern of VGF scheme revisions, September amendments to BESS VGF guidelines typically address one or more of the following:

  • Eligibility criteria refinements: Adjustments to which storage technologies, project sizes, or locations qualify for VGF support — for example, extending eligibility to newer battery chemistries or reducing the minimum project size threshold.
  • Disbursement conditions: Revisions to when and how the government releases VGF funds to project developers — typically tying disbursements to construction milestones rather than upfront payments.
  • Performance guarantees: Updated requirements for minimum round-trip efficiency, discharge duration, and availability commitments that storage projects must meet to retain VGF support.
  • Procurement process adjustments: Clarifications on the competitive bidding process through which BESS projects are selected for VGF allocation.

The amendment document (54 KB PDF) is available for download at mnre.gov.in for developers and stakeholders requiring the precise clause-by-clause changes.

Why a series of amendments signals confidence, not instability

Three MNRE documents in four months on the same BESS VGF scheme — June 2025 (original), August 2025 (operational amendment), September 2025 (guidelines amendment) — might appear to indicate instability. The opposite is true. Rapid successive amendments to a new scheme typically mean:

  • The programme is being actively implemented, not just announced on paper
  • Real-world feedback from project developers and DISCOMs is being incorporated quickly
  • MNRE is treating this as a live, evolving programme rather than a static policy document

India's successful solar programmes — including PM Surya Ghar and its predecessors — all went through multiple amendment cycles before reaching stable, high-uptake implementation. The BESS VGF programme is following the same trajectory.

What this means for Chennai rooftop solar owners

The BESS VGF scheme directly targets utility-scale storage developers — not individual homeowners. However, as these large battery storage projects come online across the Tamil Nadu grid, the practical benefits for rooftop solar owners accumulate over time:

  • A grid with more storage capacity can absorb more solar power from rooftop installations without curtailment
  • Net metering becomes more predictable and stable as grid volatility decreases
  • As BESS manufacturing scale grows driven by government schemes like this, residential hybrid battery prices trend downward — making hybrid rooftop solar systems more affordable
