MNRE Amends Operational Guidelines for BESS VGF Scheme — August 2025 Update

Battery energy storage VGF operational guidelines amendment August 2025

Just two months after launching the original Viability Gap Funding (VGF) Scheme for Battery Energy Storage Systems (BESS) via the Power System Development Fund, MNRE issued an amendment to the operational guidelines on 4 August 2025. This is the first of two amendments the ministry made to this scheme in 2025 (the second came in September 2025), reflecting how quickly MNRE is moving to operationalise grid-scale storage in India — and what the evolving framework means for rooftop solar owners in Chennai.

Operational guidelines vs. scheme guidelines — what's the difference?

MNRE typically publishes two layers of documents for a major scheme:

  • Scheme guidelines: The high-level policy framework — who is eligible, how much VGF is available, what the targets are. This is what was published in June 2025 for the BESS scheme.
  • Operational guidelines: The on-the-ground implementation rules — how applications are submitted, how projects are evaluated and selected, the disbursement workflow, reporting requirements, and compliance conditions. This is what the August 2025 amendment updates.

An amendment to operational guidelines means the implementation machinery is being refined — typically in response to questions from project developers, DISCOMs, or state governments during the early rollout phase.

What the August amendment likely addresses

Operational guideline amendments for VGF schemes at this stage of implementation typically deal with:

  • Project selection process: Clarifying how competitive bids for VGF support are evaluated — scoring criteria, timeline, and the role of state governments vs. central agencies in project approval
  • Disbursement milestones: Specifying the construction and commissioning milestones at which VGF tranches are released to project developers
  • Grid connectivity requirements: Detailing how BESS projects must connect to the grid and coordinate with regional load dispatch centres
  • Performance monitoring: Setting up the reporting and monitoring framework that verifies BESS projects are delivering the contracted storage capacity and response times
  • Force majeure and dispute resolution: Updating the contractual provisions that govern delays or underperformance due to unforeseen circumstances

The full amendment document (73 KB PDF) is available on mnre.gov.in for developers and project finance teams requiring the exact clause changes.

Why this matters: BESS is moving from policy to reality

The fact that MNRE issued an operational amendment just 56 days after publishing the original scheme guidelines means active implementation is underway — not just policy drafting. This matters for Chennai rooftop solar owners because:

  • Grid-scale BESS projects, once commissioned in Tamil Nadu, directly improve TANGEDCO's ability to absorb variable rooftop solar generation and manage the evening peak-demand period when solar generation drops
  • Better grid-side storage reduces the risk of net-metering curtailment — the scenario where TANGEDCO limits solar exports because the grid cannot absorb more power during peak solar hours
  • As the BESS market matures through government-backed deployments like this, the cost of residential hybrid batteries (used in hybrid rooftop solar systems) follows a downward trajectory over time
